There is no room in the shelters for the guys who wouldn't mind a shelter bed out of the brutal freezing winter temps; even a floor inside

I've never been so bold as to do this, but i think alcohol gave him the fake courage or careless attitude. I mean how long would staff let someone sleep this way. As it turns out when staff asked him to leave he ordered food, lots of food (just got social assistant check?). He slobbered down the food making a huge mess in the process, and then resumed his sleeping arrangement...in the end the police became involved.
But there were sleeping positions they let people get away with until morning work crowd started coming in.
